Dharna cum strike on 09.09.2009

After the implementation of 6PC, I am feeling insecure, socially degraded, depressed and humiliated. There was a hope that the department is going to upgrade the scale of inspectors with GP 4600. But now, expenditure ministry in spite of accepting the fact that the STA and Inspector cadre cannot be merged due to functional distinction, is not ready to upgrade the scale of inspectors. Expenditure ministry is trying hard to degrade the entire cadre of Inspector. So, we are left with no option but take hard steps like strike. I request all the comrades to come forward and put your protest on record against this injustice and deprivation. The zonal leadership is requested to guide us on this issue and communicate their programee of dharna on 09.09.2009.

Discussion on dharana to be held on 09.09.09 -Reg.

The entry dated 03.09.2009 on AICEA Blog is given below, please share your views on the matter: We have to continue our struggle Dear friends, We got two appointments from the Secretary Revenue and Expenditure officials in July and in August 2009 so far, unfortunately we have not yet intimated by the Revenue officials about the fate of the Inspectors in the Department of Revenue. Only positive thing is that All India Preventive Service Federation also hold our hand and declared agitation programme and on 9th they are joining us in the dharna programme; We are continuing our agitation programme till 9th of September; We are requesting all the Inspectors in C.B.E.C to join dharna in their respective Commissionerates on 9th September the dharna will start at 9.30 hours sharp and shall continue upto 18.00 hours we request further to create a strike like situation on that date as Income-tax is going for strike on 9th Sept 2009. The office bearers will discuss amongst themselves in the second week of October and if require shall decide more stringent action like hunger strike ( not relay hunger ) at Jantar mantar, indefinite strike etc. However we are publishing the draft casual leave application, we request one and all to submit the application and preserve a received copy of this need less to bother for its sanction: To The Superintendent Sir/Madam, Sub: Application for casual leave Please be informed that in support of the call given by the All India Central Excise Inspectors’ Association for “DAY LONG DHARNA” on 9th September 2009 vide its circular No.06/09 dated 15.08.2009 I intend to avail 1(one) day’s casual leave in order to participate in the declared programme. ACP Scheme

Recommendations of the 6PC on the ACP scheme were accepted by the Govt with the modification of 10 year serving period against the existing/recommended 12 year gap. The new upgradation shall be to next Grade Pay in the hirarchy and not to the Grade Pay of the post available in the cadre. Therefore, the regular promotions and the upgradations in the Scheme are clearly seperated. Therefore, an Inspector who is in the Grade Pay of Rs.4200/- can reach to the Grade Pay of Supdt (ie.4800) only after two upgradations i.e. after 20 years of service wheras only 12 years service was sufficient to reach the Superintendent Grade. Similar situations are seen in most of the cadres under CSS/other departments. Therefore, the modified scheme clearly put the Inspectors into a disadvantage position. However, without examining such disadvantages, the Commission recomended this modification and they are more concerned to extend the scheme to Group A where the posts and hirarchy are in same line. May be because of non-application of mind by the Commission and the Implementation Committee the reality now noticed and the formal orders of modified ACP scheme is yet to see the light. Therefore, be ready to see a modified scheme which will not give us any advantage and be prepared to help our association leaders to bring the matters before the authority by contributing your valuable opinion. Pay upgradation

I was trying to contact the leaders of all india central excise inspector association for updates on the issue of pay upgradation of inpectors of central excise and customs. They said that we should approach them through proper channel only. First we should contact our zone leadership and then only we can contact them. If the local leadership of kerala zone is having any update or news on the issue of pay upgradation please let me know. As you must be aware that the pay upgradation is the only hope for direct recruits who join after 01.01.2006. An early reply will be high appreciated. thanks

Why the Child Care Leave should not be extended to Men employees.

As part of the implimentation of the 6th Pay Cammission Recommendations, the Govt. vide memorandum dated 11.9.2008 ordered introduction of Child Care Leave. According to the memorandum, Child Care Leave can be granted to women employees having minor children below the age of 18 years, for a maximum of 2 years during their entire service, for taking care of upto two chidren whether for rearing or to look after any of the needs like examination, sickness, etc. It appears that the intention of the govt is to facilitate women employees for proper rearing of children as well as to attend the needs like examination and sickness. But the govt did not see the fact that such requirements, especially the examination, sickness, etc. of children are common for both men and women in the present scinerio. Therefore, Child Care Leave should also be provided to male employees also. But we are not sure about your next VOTE.
